TEMPORARY INSTRUCTION PERMIT (TIP Card) INFORMATION
Anyone (regardless of age) attending a driving school in the State of Louisiana must obtain the TIP card prior to attending Day 1 of any class. This rule applies to both the 38 Hour Teen Driving course and the 14 Hour Adult course. Effective 09/04/2018, the Louisiana Office of Motor Vehicles implemented the Temporary Instructional Permit (TIP).
IMPORTANT NOTICE TO PARENTS: If your child is attending the 38 hour teen course, the TIP card can only be obtained by going to the DMV with your child, you cannot go on their behalf. Biological Parent/Legal Custodial/Guardian must be present at the DMV.
MOST DMV LOCATIONS ARE BY APPOINTMENT ONLY and you could be turned away if you show up without an appointment. You must make an appointment online by doing the following:
- Visit the Louisiana OMV website at https://www.expresslane.org/Pages/default.aspx
- Select "Book Appointment"
- Select "Get Started"
- Navigate to the OMV office location you want to make an appointment and follow the prompts to make an appointment for a "First Time Drivers License" to get the TIP card
Documents to bring to the DMV: Minor Students (14 years to 17 years old) who are taking the 38 Hour (Teen) Driver’s Education Course
- Original or State Certified Birth Certificate of student (no photocopies)
- If you don't have an original or state certified birth certificate, order one here from VITALCHECK (this is the fastest option to get a certified copy)
- Original Social Security Card of student
- If you do not have an original social security card for your child, here is the link to order a replacement. Due to COVID, replacement time is taking up to at least 8 weeks.
- School Enrollment Form – Student must be at least in the 8th grade
- Form can be obtained from the public or private school that student attends
- If student is home-schooled, contact your educator for proof of enrollment
- Student Photo ID from School (Important!)
- Biological Parent/Legal Custodial/Guardian must be present with the applicant and bring his/her Driver’s License or State ID Card
- Original or Court Certified Custody Papers (if applicable)
- Two proofs of residency with a current physical address for a Biological Parent/Legal Custodial/Guardian (utility bill, cable bill, Louisiana vehicle registration card, mortgage statement, etc)

Documents to bring to the DMV: Adult Students (18 years or older) who are taking the 14 Hour (Adult) Driver’s Education Course
